At the core of our professional services is a commitment to assist our clients not only meet legislative requirements to manage heritage places, but also understand and appreciate their values.

This commitment is backed by 15 years professional cultural heritage experience of Principal Heritage Consultant, Gerard Niemoeller within the consulting, government and industry sectors of the Northern Territory, New South Wales and Western Australia. With broad experience and a sound understanding of the regulatory framework protecting heritage, On Site CHM is able to provide targeted services to develop and apply appropriate management strategies that will best assist our clients.

On Site CHM currently operates out of Darwin in the Northern Territory and Narooma on the south coast of New South Wales.

Gerard Niemoeller

Principal Heritage Consultant, BA Hons (archaeology/anthropology)

Gerard has 15 years professional experience in the fields of archaeology and cultural heritage management in the Northern Territory, New South Wales and Western Australia. This includes professional experience in the consulting and industry sectors, Australian (Commonwealth) Government, Northern Territory Government and NSW Local Government.

This broad range of experience is at the core of our commitment to provide quality advice, service and outcomes. Further information about Gerard's experience is provided below.

Consultancy

As an archaeological consultant with companies in New South Wales and Northern Territory, Gerard has considerable experience consulting to mining and resources sector, construction industry, infrastructure providers and a range of developers. As a consultant archaeologist with Umwelt Environmental Management Consultants, Gerard undertook and managed Aboriginal heritage assessments for a range of clients including Hunter Valley coal mining companies, Readymix Australia, Lake Macquarie City Council and NSW Roads and Traffic Authority. Gerard has successfully managed a wide range of heritage projects of different scale, budgets and complexity.

Industry

As the Project Archaeologist for the Alice Springs to Darwin Railway with ADrail, Gerard was responsible for the management of Indigenous and non-Indigenous cultural heritage places and project compliance along the 1400 kilometre construction project spanning the Northern Territory.

Australian Government

As an Assistant Director with the Heritage Division of the Australian Government, Gerard provided expert technical and policy advice to the Australian and West Australian Governments and major resource companies concerning the management of the Dampier Archipelago, including Burrup Peninsula National heritage place.

Gerard also provided expert advice on development applications (referrals) made under the Environment Protection Biodiversity Conservation Act 1999 and their potential to have a significant impact on listed World heritage, National heritage or Commonwealth heritage places and values.

Northern Territory Government

As a Heritage Officer with Heritage Branch of the Northern Territory Government, Gerard managed and coordinated heritage development assessment for the Northern Territory. This included review of Environmental Impact Assessments, archaeological reports, permits and consents and provision of technical, regulatory and management advice to proponents and consultants. Major projects Gerard has worked on include the Blacktip Gas Project, Bonaparte Gas and Trans Territory Pipeline, Alcan Alumina Refinery, Conoco Phillips Wickham Point Gas Project and MacArthur River Mine Expansion.

New South Wales Local Government

As the Aboriginal Heritage Officer with Eurobodalla Shire Council Gerard developed policy to assist the Development Assessment section consider Aboriginal heritage in accordance with legislative requirements of the NSW National Parks and Wildlife Act 1974, undertook projects and liaised with Local Aboriginal Land Councils and stakeholders in accordance with recommendations of the Eurobodalla Aboriginal Heritage Study and provided specialist technical advice on development applications.
